The state doesn't exist anymore. Why are you serving it? Why are you not instead serving Courtesy Notices to the individuals who are former employees of the state?

STATE OF COLORADO is neither principal nor agent. It simply does not exist. Only individuals can now be principals or agents.
As for an "enforcement officer" on the side of the road, it is not recommended that you try to serve a Courtesy Notice to her at that time. It is suggested that you graciously accept the ticket, note the "officer's" name, and use the ticket as the purported demand on which to base a Courtesy Notice that you send to that "officer" (as an individual, fully responsible and liable) the next day.

So, you are actually noticing individual former employees, each by their flesh-and-blood human name? That makes sense. That is not the same as noticing STATE OF COLORADO.
