business forms for creation of Cooperation

Hello all,

I would like to inquire about the formation of a Cooperation form of business and to whom do I have to file this. As the government is bankrupt Is there a CVAC in place to accommodate this formation opportunity.

As well, are there paper work to allow Cooperative Partnership (not sure the term as we are in the new paradigm of business).

Is there also a way to register a new product development to benefit Hu- Man Kind as well as Earth surrounding us.
