Does anyone know about The Netherlands, overhere there are many people who have a really difficult time, myself included

I'am from the Netherlands and I found this: http://www.sec.gov/cgi-bin/browse-edgar?action=getcompany&CIK=0001008288&owner=include&count=40&hidefilings=0

This is a register from US Securities and exchange commission (the Dutch version is de Kamer van koophandel). The address that is mentioned leads to the Dutch ministry of finance.
So that means U.S. trade rules apply in the Netherlands and apparently we live in the state P7.

The only thing I can't find is a piece of evidence for the "power" of the U.C.C.
I have found a copy of the full text but, it is pretty much unreadable for me.

I hope someone can help with that last piece.

I found a Dutch court case (http://uitspraken.rechtspraak.nl/inziendocument?id=ECLI:NL:GHARN:2004:AO7628&keyword=ucc)

In section 2.5 someone is asking right based on the UCC.
In section 2.6 the court acknowledge the UCC by saying that his statement does not match the quote/critirea from the UCC.
