Using Courtesy Notice for Toronto parking ticket

courtesy notice for parking ticket

Can you take the ticket to city hall and ask them who signs the authorization to submit parking tickets in the city of Toronto. Or call them and ask questions of who physically signs the ticket or who gives the authorization to issue the ticket.
