Hi all,
Just got a parking ticket where I would like to leverage the courtesy notice but my problem is there is no individual name. I have an officer No. from the original ticket and have now just received a notice of impending conviction from city of Toronto.

Neither of these documents have a name I can use in the respondent field on the courtesy notice...

How would I proceed?

Hm - that is a good question. Thinking outloud here - it would seem that putting the officer # in the Courtesy notice would not work as the 'officer' is not an officer since the Canada corporation was foreclosed on 12/25/12.

Can you contact the attorney dept. that will be defending the ticket? [sorry I am from USA and don't know your legal procedures] and tell the attorney that you have some legal documents to serve on officer # and that you need the former officer's name for the documents; or perhaps you can do this in writing if it is not convient to go to the office physically.

Hans, that's a perfect opportunity to use the Courtesy Notice!

As the CN instructions say, you must have a name of an individual. Unfortunately, as you know, most "government" issued communications do not give the name of the issuer.

I have a similar problem. I have a Property Tax Delinquency Statement from my county tax office. It, too, has no name. So, here's what I did. I searched and searched until I found the current online salary database for every single employee of my county's government, which includes full names, department, division within the department, job title, and salary. I narrowed my search down to the Dept of Finance, Treasury division, Tax Operations team. Then I looked for the lowest paid employees with the job title "Office Services Coordinator". This gave me a list of 12 individual names. I figure that any of these 12 people might have been the person who printed out the Delinquency Statement with my legal fiction's name on it and stuffed it in the envelope that eventually found its way to my mailbox. So, today, I am going to send 12 certified, restricted delivery, return receipt requested Courtesy Notices, one to each of these 12 lowest-paid people. I'm thinking of including a red paper heart in each envelope, also. (♥_♥)

Here's the municipal code that appears to address parking enforcement.

First you have to figure out what entity gave you the ticket. Was it a "Green Hornet", Municipal Law Enforcement Officer or a police officer? Or was it the Toronto Parking Authority, which is a public corporation owned by the City of Toronto.

You can feret out names of Toronto Parking Authority employees as follows.

1. Search the Toronto employee directory. Open each of the following files and search on "Toronto Parking Authority".
2. For each person whose name you find in the directory, just google them and possibly you'll learn more about what they do. For example, Deborah Keane, who is found in
has a LinkedIn account that says she's a "Admin CoOrdinator at Toronto Parking Authority." This may or may not be a euphemism for parking enforcement officer or "meter maid". Maybe, as you google other TPA employees, the job titles will become clearer to you. In particular, get yourself a LinkedIn account (it's free) and then study the treasure trove of hits that result from this Google search:
3. Once you get all the TPA employee names from the directory and eliminate those (using google search) that do not appear to be actual parking enforcement officers, why not send a Courtesy Notice to every one of the people on your list. That way you're bound to make contact with the one person who put the ticket on your car and the other people are now on notice not to try the same thing!

These two different communications were probably sent by two different agencies. So this doubles your opportunities for sending Courtesy Notices! The ticket itself was probably from Toronto Parking Authority -- but check it to make sure. If so, you can look for names of low-level people who work at TPA. (Use the 26 employee directory PDFs linked to above.) The Notice of Impending Conviction is probably from the Revenue Services division of the Office of the Treasurer, so you can look for people there, too (again, using the 26 PDFs).

Again, I think what's most important is to get real names of real people who work in these offices. If you overshoot and send a few Courtesy Notices to people who are not (yet) "guilty" of communicating with you, they can simply throw them away, but it's also an opportunity to get news of the OPPT in front of more people in the old slavery system.
