In How to serve a courtesy notice with no respondent name?

Just got a parking ticket where I would like
to leverage the courtesy notice but my problem is there is no individual
name. I have an officer No. from the original ticket and have now just
received a notice of impending conviction from city of Toronto.

Neither of these documents have a name I can use in the respondent field on the courtesy notice...

How would I proceed?

my best,
Hans

Can you take the ticket to city hall and ask them who signs the authorization to submit parking tickets in the city of Toronto. Or call them and ask questions of who physically signs the ticket or who gives the authorization to issue the ticket.
Good Luck
